Major Safety Standards & Safety Marks

The International Electrotechnical Commission (IEC) and the associated International Organization for Standardization (ISO) are the principal agencies responsible for electrical safety standards. Agencies such as Underwriters Laboratories (UL) and Canadian Standards Association (CSA) provide certification in North America. At the same time, similar bodies in Europe are Verband der Elektrotechnik (VDE), Technischer Überwachungs-Verein (TUV), and British Standards Institution (BSI). A product meeting an IEC standard such as IEC 60950 or the newer 62368-1 standard may be identified with the standard’s number prefixed instead by UL, CSA, or EN (European Norm) to indicate the country where it is certified, e.g., UL 60950 or EN 62368-1. Standards like these with the same numbers but different prefixes are sometimes referred to as “harmonized standards”. But while the IEC continues to pursue harmonization, regional differences remain, and consequently, products intended for multiple markets will need to show all of the required certifications.

United States of America UL Safety Marks

Organization: UL Listed & UL Recognized

UL Listed & UL Recognized

The UL Mark indicates that either Underwriters Laboratories or an equivalent nationally recognized testing laboratory (NRTL) has tested and determined that a product meets UL specified product safety requirements. This certification allows a manufacturer to show that their product is “UL Listed” using the familiar UL logo. In addition to certifying products to their safety specifications, UL also offers an assessment process to provide certification to many of the regional safety mark schemes worldwide, including those summarized below.

Note also that Underwriters Laboratories of Canada (ULC) is an independent product safety testing, certification, and inspection organization accredited by the Standards Council of Canada. It uses the above UL logos accompanied by the letter “C.”

The maps in the following section highlight some of the more notable safety marking schemes but are not all-inclusive. In addition, in Europe, there are other marks applicable in the Nordic countries and other central and eastern European countries such as Denmark, Switzerland, Hungary, Ukraine, and Belarus. NOM Safety Marks – Mexico

The NOM Mark identifies compliance with Mexico’s “Normas Oficiales Mexicanas” (NOM) safety standards for household electrical appliances, IT, AV, and similar equipment. ANCE is an independent body authorized to grant NOM approval in electric and gas products.

INMETRO Safety Marks – Brazil

Organization: INMETRO & CSA

Certification of certain product groups, such as medical electrical equipment, ballasts, and equipment used in hazardous locations, is mandatory in Brazil, with accreditation indicated by the INMETRO Mark. The INMETRO Mark may also be used voluntarily to indicate safety standards compliance for products that are not mandated, e.g., IT, audio/visual equipment, and home appliances.

IRAM S Safety Mark – Argentina

Organization: IRAM S Mark or UL Argentina

Product certification to IEC-based standards is mandatory in Argentina under the auspices of its standards body IRAM with conformance indicated by the S Mark.

CE Safety Marks

What is a CE marking? A CE marking is a European marking of conformity that indicates that a product complies with the essential requirements of the applicable European laws or directives for safety, health, environment, and consumer protection. Generally, this conformity to the applicable directives is done through self-declaration. The CE marking is required on products in the European Economic Area (EEA) countries to facilitate trade between the member countries. The manufacturer or authorized representative established in the EEA is responsible for affixing the CE marking to his product. The CE marking provides a means for a manufacturer to demonstrate that his product complies with a standard set of laws required by all of the countries in the EEA to allow free movement of trade within the EEA countries. 

Europe Map and Safety Marks

Unlike the UL Safety Mark, the CE Safety Mark:

  • It is not a safety certification mark.
  • It is generally based on self-declaration rather than third party certification.
  • Does not demonstrate compliance to North American safety standards or installation codes

A product that bears a CE marking may also reach a certification mark such as UL’s listing mark. However, the CE marking and the UL mark have no association. The UL Mark indicates compliance with the applicable safety requirements in North America and is evidence of UL certification, which is accepted by Model North American Installation Codes such as the National Electrical Code and the Canadian Electrical Code.

The CE marking on products is not a certification mark. AHJs should continue to look for the UL mark on products to determine if a product complies with applicable safety requirements for North America.

ENEC Organization

Safety Marks - Europe

The ENEC Safety Marks is simply the mark used to denote compliance with the European Norm (EN) standards for all electrical product sectors, as tested by approved independent testing laboratories worldwide.

Nemko is an organization similar to TUV or UL that offers product safety testing and certification to worldwide standards. Its direct services cover IT/AV, household, and telecoms products but extend to other sectors such as medical equipment and the oil and gas industry. The mark itself signifies that Nemko has tested or certified the product according to national standards in Norway.

EAC Safety Mark – Russia

The Eurasian Conformity (EAC) mark has replaced the previous GOST-R and PCT national certification standards and marks. This mark is used to indicate products that meet all of the technical requirements of the Eurasian Customs Union.

Russia GOST 7396 3 Prong - 16 Amp

The Russia GOST 7396 standard 3 prong 16 amp contacts 4.0mm as opposed to the 4.8mm contacts of other European plugs and receptacles. VDE Organization

GS, DIN, and VDE Safety Marks – Germany/EU

Organization: TUV, VDE

Germany’s TUV standards agency operates the GS Mark (Geprüfte Sicherheit = tested safety) to show conformity with German’s Equipment and Product Safety Act (GPSG = Geräte- und Produktisicherheitgesetz). The GS Mark assures commercial buyers and consumers the product has been tested by an authorized institution such as TUV Rheinland. The DIN Mark is another marking scheme operated by TUV Rheinland certifying component compliance with DIN, EN, IEC, and ISO product safety standards.

The VDE Testing and Certification Institute is another German-based independent testing organization for electrical and electronic products. The VDE Mark indicates conformity with the VDE standards, European or internationally harmonized standards, and confirms compliance with protective requirements of the applicable EC Directive(s).

BSI Kitemark - U.K.

Organization: ASTA

The British Standards Institution (BSI) was the world’s first national standards body and continues to be a leading global standards maker. The BSI Kitemark is a voluntary certification mark, globally recognized as a symbol of trust, that shows a product or service meets applicable and appropriate British, European, International, and other standards for quality, safety, performance, and trust.

Type G Plug/U.K. Power Cords

UK BS1363 3 Pin - 13 Amp

The UK BS1363 standard 3 pin 13 amp typically has a 13 amp fused plug and is used throughout the United Kingdom. The BS1363 replaced the old British BS 546 standard, which is no longer used in the U.K. but is still widely used in India and South Africa. The Japan JIS C 8303 class I standard 3 prong 15 amp grounded appears to be physically identical to the NEMA 5-15 found in North America. In many cases, a North American plug will mate with Japan receptacles without an adapter. However, the Japan standard holds tighter dimensional measurements than North America, which means that North American plugs will not quite fit into Japan receptacles in some cases.
